From what I've read it'll restock some of it's default items but it also keeps all the caps and items you've given/sold it since you started. I believe you have to have completed Old World Blues before it'll "reset" at all though. WebDec 4, 2016 · I can find explicit references on the G.E.C.K. (Fallout 3 modding) to leveled item lists for vendors. The Elder Scrolls Construction Set Wiki (Oblivion modding) gives me the impression the same thing is done there, but I can't find an explicit indicator. This implies that the same thing exists in Fallout 4, but of course doesn't prove it.
