WebGOWPC is just plain bizarre on AMD GPU's. your CPU is massive bottleneck, I had I5 9400f and I had those lags too, upgraded to R5 5600 and drops are gone. I have an RX 6700 and having the same bizarre frame drop issues, while your GPU isn't as good as mine it's definitely a universal issue with AMD cards.
