WebLightroom is a great tool for organization and photo enhancement. It can do some local adjustments (dodging/burning) but it won't handle your need for "heavy lifting" like photo montages or layering. Gimp or Photoshop will, however, handle those. I'll try Lightroom to start with some photo enhancement.
