WebThe answer turned out to be that i just had to wait for Lester to call, HOWEVER, it took well over a half hour after completing the Fleeca heist for him to do so. Once he did, I was able to start the heist in the planning room of my high end apartment. So if you're having the same problem I described above, you may just need to wait longer.
