WebIt seems to be driver related. The key is to refresh with the keyboard plugged in to make sure the drivers are installed correctly. I haven't had the issue on my current (replacement for another issue) Surface 2, and I don't think my old Surface RT has had any issues lately (I don't use it much now that I have the newer version).
